According to the state's attorney general's office, California's crime rate, after having dropped nearly 50% from 1991 to 1999 (5,600 per 100K to 3,100 per 100K) is starting to rise again. The rate during the Great Recession fell even lower, reaching a low near 2,600 per 100K in late 2010 is now up to 2,700. Fortunately the violent crime rate is continuing to remain depressed at about 475 per 100K population.
